Quiet diplomacy – also known as “Track II” diplomacy – often plays an important role in breaking deadlocks in international conflict resolution. The Good Friday peace agreement in Northern Ireland, the Oslo accords in the Israeli-Palestinian conflict, and the Colombia peace agreement serve as examples where quiet mediation produced major breakthroughs. Other efforts have been less successful, but quiet diplomacy is underway in nearly all major conflicts of today, offering informal platforms for dialogue and discussion of practical ideas and compromises aimed at overcoming obstacles in official “Track I” negotiations. What lessons can we learn from these quiet mediation efforts, and what are the factors that can help to make “Track II” diplomacy a success?

 

These and other questions will be discussed between two practitioners in international conflict mediation: Stine Lehmann-Larsen, Deputy Executive Director and Director for Engagement, Dialogue and Process Design of the European Institute of Peace in Brussels; and Robert Serry, former Netherlands ambassador and UN Special Envoy for the Middle East Peace Process (currently moderating a quiet Ukrainian-Russian dialogue initiative on behalf of the European Institute of Peace). 

Lorena De Vita, Assistant-Professor in the History of International Relations at Utrecht University, will moderate the discussion on quiet diplomacy and its historical and contemporary relevance. Adriana Salcedo, Doctor and Head of the Department of Peace and Conflict Studies at UPEACE, and UPEACE students will join the webinar from Costa Rica.

 

Professor and Dean of UPEACE Juan Carlos Sainz-Borgo will introduce the University for Peace, that was established by the United Nations to provide Masters in Peace and conflict studies, Environment and development, and International law. UPEACE Centre The Hague, that supports the University in Europe, will provide information how European students may be eligible to receive a 30% reduction of the tuition fee and, on exceptional basis, financial support of travel costs to Costa Rica.
